ALFIERI CAMBIA, ORA NON VUOLE LA BRETELLA ANAS. LE RAGIONI DEL NO HANNO VINTO

“Fosse anche l’ultima delle cose che faccio ma la Bretella Eboli – Agropoli si deve fare e si farà”. Questa era fino a qualche giorno fa la posizione del Sindaco di Capaccio Paestum e Presidente della Provincia di Salerno Franco Alfieri. Ma, in politica, come si sa, quello che vale oggi non è detto che valga anche per il domani. Ed allora? Colpo di scena!

IL SINDACO CAMBIA IDEA, ORA LA PENSA COME NOI, COME L’ASSOCIAZIONE CITTÀ LIBERA E I COMITATI PER IL NO

Bisogna premettere una cosa importante, non è vana gloria ma, a volte, occorre precisare. Non tanto per prendersi dei meriti ma, quanto meno, per stabilire un principio di oggettività. Questa storia della Bretella, fino a gennaio scorso, era stata totalmente sottaciuta, non era emersa nel dibattito politico e sociale, evidentemente concentrato su altro. Oppure, peggio ancora, la si voleva far passare in sordina, a cose fatte. Siamo stati noi de Il Commendatore, da queste colonne, a dare per primi la notizia di quello che si voleva e vuole fare, a pubblicare l’elenco degli espropri da effettuare e a porre l’indice sull’inutilità dell’opera da 1 miliardo e mezzo di euro, che devasta la Piana del Sele e non risolve i problemi dei flussi stradali per il Cilento. Ovviamente, ci siamo concentrati anche su un lavoro analitico, presentando in pillole le alternative più sensate, meno impattanti e molto meno costose. Abbiamo detto chiaramente che più logico è:

– Investire sul potenziamento, ampliamento e messa in sicurezza di quello che già esiste;

– Migliorare la Strada Provinciale 30 e le altre provinciali da Eboli e Battipaglia;

– Completare e prolungare dell’Aversana, sia a Nord (collegamento con l’autostrada) sia a Sud;

– Complanari sulla S.S. 18 per alleggerirla del traffico locale.

A sorpresa (ma nemmeno tanto, visto che evidentemente la soluzione Bretella come proposta dall’Anas ha attirato solo critiche) il Sindaco della città dei Templi e presidente della Provincia di Salerno, Franco Alfieri, in occasione dell’ultimo appuntamento del dibattito pubblico dell’Anas sulla Bretella A2 Eboli-Agropoli, tenutosi al Next di Capaccio Paestum nel corso dell’Open Space Technology, ha illustrato ai presenti una nuova e diversa proposta di modifica del tracciato, a suo dire condivisa dai sindaci dei comuni coinvolti. Franco Alfieri ha presentato sul tavolo del dibattito l’ipotesi da lui denominata 5, ovvero una nuova soluzione che differisce totalmente da quelle che l’Anas ha ufficialmente indicato nello Studio di Fattibilità messo agli atti. Alfieri, contrariamente a quanto ha finora cocciutamente sostenuto, ha praticamente concordato che nessuna delle ipotesi Anas è utile e che occorre invece potenziare la viabilità esistente, in particolare la SS 18 da località Cerro fino ad Agropoli.

COME DICEVAMO, LA SOLUZIONE ERA MIGLIORARE L’ESISTENTE

La proposta di Alfieri ha trovato la sua genesi dallo studio analitico dei dati forniti dall’Anas sul traffico veicolare attuale e previsto in maniera incrementale nei prossimi 10 anni, sulla SS18. Tali dati, infatti, non tengono conto di altre importanti opere che saranno realizzate nel medesimo arco temporale ipotizzato per costruire la Bretella, che miglioreranno la viabilità complessiva ed abbatteranno il traffico sulla SS18. In primis, il sottopasso di Paestum, già finanziato con 7 mln di euro e per il quale è in corso la conferenza di servizi: molti capaccesi, infatti, utilizzano oggi la SS18 per raggiungere la piana di Paestum dal Capoluogo, come se fosse una normale strada urbana. Il nuovo sottopasso abbatterà completamente la percentuale di veicoli che, da Capaccio Paese e comuni come Trentinara e Roccadaspide, utilizzano la SS18 per approdare a Capaccio Scalo, Rettifilo, Cafasso, Paestum e Santa Venere. Fondamentale sarà anche l’ultimazione dell’Aversana, ovvero la realizzazione del lotto 4 che da Santa Cecilia, smonterà verso est al Cerro e verso Ovest sulla SP175, già finanziato e in attesa di appalto, prezioso per ridurre ulteriormente la confluenza di veicoli sulla SS18. Infine la Fondovalle Calore, per la quale sono in appalto lavori per 42 milioni e, già finanziati, lavori per ulteriori 79 milioni di euro, che snellirà tutto il traffico a monte dei paesi della Valle del Calore, i quali non dovranno più confluire sulla SS18 per raggiungere Salerno, in quanto utilizzeranno un’arteria moderna ed efficace nel diminuire, di gran lunga, i tempi di percorrenza.

ALFIERI NON VUOLE PIÙ LA BRETELLA! HA CAPITO LE RAGIONI DEL NO. MA ORA VADA IN CONSIGLIO COMUNALE E RENDA UFFICIALE LA SUA POSIZIONE

Che il Sindaco sia alla fine arrivato ad un logico ragionamento ed a capire le posizioni di tanti cittadini che dal principio hanno vivamente protestato per la cementificazione del territorio e l’inutilità della Bretella è cosa che ci fa piacere e che dà soddisfazione a quanti in queste settimane si sono impegnati per far sentire la voce e le ragioni del No e le possibili e razionali alternative. I Comitati per il No che spontaneamente si sono ritrovati insieme e la pragmatica e animata mobilitazione dell’Associazione Città Libera di Capaccio Paestum hanno svolto una parte importante nel far emergere tutte le contraddizioni. Ora, si attende però un passaggio molto importante, che non è solo forma ma sostanza. La proposta del Sindaco Alfieri risulta ancora ufficiosa. Pertanto, riteniamo a questo punto assolutamente necessario che il Sindaco spieghi e relazioni nel luogo preposto, ovvero il Consiglio Comunale. Esiste la deliberazione approvata settimane fa nel Consiglio Comunale di Capaccio Paestum con la quale la maggioranza dava assenso incondizionato al progetto Bretella proposta dall’Anas. Alla luce dei fatti e del cambiamento di posizione del Sindaco, chiediamo che sia conseguenza logica l’annullamento della precedente deliberazione e l’apertura di una nuova discussione sulla base del potenziamento della viabilità esistente così come tanti hanno sostenuto dall’inizio di questa vicenda e così come finalmente oggi sostiene anche il Sindaco Alfieri.
