CAPACCIO PAESTUM – APPENA 410 MILA EURO PER LA MANUTENZIONE DELLE STRADE

La notizia di oggi è quella dell’investimento, da parte dell’Amministrazione Alfieri, di soli 410mila euro per la manutenzione di numerose strade del territorio comunale poste in varie contrade e borghi. Una somma, oltre che minima, reperita anche attraverso la ricognizione e il recupero di residui di Bilancio (in assenza quindi di uno stanziamento specifico). A nostra memoria, nel passato, si è fatto molto di più, considerando anche la grande vastità del nostro territorio e il cospicuo numero di strade di proprietà comunale. Nel 2009, con l’Amministrazione Marino, Assessore ai Lavori Pubblici Roberto Ciuccio, furono investiti oltre 2milioni di euro per la manutenzione delle strade e il rifacimento del manto stradale di molte di esse. Da ultimo, con il Sindaco Italo Voza nel 2016, si è intervenuto su ben 42 strade comunali (molte interpoderali) con la somma di 1.500.000 euro. Da un Sindaco che ad Agropoli e in Provincia chiamavano “Franco Asfalto” ci aspettavamo molto di più di queste briciole e soprattutto notiamo la perdurante assenza di un Piano Annuale della Manutenzione Stradale, già attuato in molti comuni italiani. A Capaccio Paestum, invece, si continua a procedere day by day (giorno per giorno), a seconda delle segnalazioni e senza un criterio oggettivo di priorità rispetto alle esigenze del territorio.

Passare ad un Piano Comunale annuale della Manutenzione stradale

Ogni anno il Comune di Capaccio Paestum spende somme varie per interventi posticci dovuti a segnalazioni dei cittadini sul manto di strade comunali. In realtà, questi interventi, disomogenei ed approssimativi, non risolvono il problema che dopo poco si ripresenta puntuale. È quindi necessario un nuovo approccio. Non partire più dai casi specifici segnalati ma dotarsi di un Piano Annuale di interventi con apposito capitolo di Bilancio e che programmi e prevenga i problemi nei punti che si conoscono da tempo come sensibili. In tal modo, l’asse viario comunale si presenterà più omogeneo e con un monitoraggio ed una prevenzione costante.

Soluzioni innovative

Alcune Città e Comuni italiani stanno iniziando ad affrontare il problema con soluzioni moderne come l’utilizzo di asfalti più resistenti. In particolare, il Comune di Roma già da 3 anni utilizza asfalto al grafene, più resistente ai carichi, agli sbalzi di temperatura e con una durata di circa 12-14 anni, il doppio rispetto a quelli tradizionali. Tutto questo grazie ad alcuni additivi che vengono aggiunti a inerti e bitume per migliorare l’ecosostenibilità della miscela, mantenendo però intatte e anzi aumentando le prestazioni delle strade. Con l’utilizzo del grafene il tempo si raddoppia, portando la manutenzione ad interventi mediamente ogni 12-14 anni. In termini di risparmio per le amministrazioni locali questo potrebbe significare tantissimo, dati i sempre più frequenti tagli di Bilancio che inevitabilmente si ripercuotono sulla scarsa qualità delle strade comunali e provinciali, le più usurate di tutte in Italia dato il livello di traffico più alto e la percorrenza più lenta soprattutto degli autoveicoli pesanti.
